The orange and white stacks you see on the streets surrounding a manhole are there for safety - so people don't touch the steam vapor and get burned, since it is hot. The cones also elevate the steam vapor above street level so that drivers can maintain visibility. This steam vapor is caused by water falling on a steam pipe, or a manhole cover or due to a steam leak.
